The applications can pull their data feed from any Internet connection in the home or from the DOCSIS modems embedded in nearly all Pace set-top boxes.

The onscreen presentation of each application is designed to work alongside the existing electronic program guide and VoD applications. Many of the applications have the ability to coexist with live or recorded television programming, so subscribers can get constant, real-time information updates while watching television.

The Pace App Cafe is based on Pace's Engineware software platform and is underpinned by a standards-based Flash Lite Engine and published Software Development Kit (SDK).

A study by Appcelerator and IDC revealed mobile commerce has seen rapid expansion, with a year-over-year growth of 86 percent.

SA:Court clears the way for newborn inquest

ADELAIDE, Dec 9 AAP - The South Australian Supreme Court has refused to block a coronial
inquiry into the death of a baby girl in a case which touches on the question of when
life begins.

South Australian Deputy Coroner Anthony Schapel has ordered an investigation into the
death of newborn Tate Spencer-Koch in 2007 after an ill-fated home birth.

Mr Schapel, who has no power to conduct an inquest if the baby was stillborn, ruled
that faint electrical pulses in her heart detected by paramedics could be regarded as
the "last vestige of human existence".

He said while there was no evidence that the baby had a detectable pulse or had taken
a breath outside its mother's womb, the pulseless electrical activity (PEA) was a sign
of life.

Following the coroner's decision, midwife Lisa Barrett had taken the case to the Supreme
Court seeking a judicial review of Mr Schapel's decision arguing that conducting an inquest
was beyond his jurisdiction.

She argued that PEA should only be regarded as the precursor to life.

But the full court on Thursday rejected her submissions, clearing the way for the inquest
to be conducted.

In his reasons, Justice Timothy Anderson said he found it difficult to rationalise
the PEA evidence with common sense.

"But the expert evidence is there," he said.

Justice Richard White said electrical activity was a precursor to a heartbeat, in the
sense that without it there could be no contraction of the heart muscle.

"It does not follow, however, that the electrical activity cannot, by itself, be a
sign of life," he said.

In his earlier rulings, Mr Schapel said it was his view that the electrical activity
within a person's heart was as much an essential ingredient to a person's existence as
a heart beat or breathing.

"Without the electrical activity in the heart, the person will die just the same as
he or she would in the absence of a mechanical heart beat," he said.

Vic: Doyle wants Victorian police to follow New York blueprint

MELBOURNE, Aug 11 AAP - Melbourne Lord Mayor Robert Doyle says police need to follow
the blueprint used by former New York counterpart Rudi Giuliani in a bid to curb violence
in the city.

Police figures published in The Age newspaper on Tuesday show almost half of the assaults
in the central business district, Docklands and Southbank are by offenders from Melbourne's
west and north-western suburbs.

In the latest incident, a 33-year-old Queensland tourist remains in a coma after he
was bashed outside a Melbourne city hotel by a gang of five men early on Sunday.

Mr Doyle said more needed to be done to stop "bogan" troublemakers in their home suburbs
before they entered the city.

"These are people that travel into the city and what they do is, they come in looking
for trouble," Mr Doyle told ABC Radio on Tuesday.

"Whether that is through excessive use of alcohol or drugs or violence or a combination
of all three, that's what these people are after.

"This is one of the things, when I spoke to Rudi Giuliani, this is one of the things
he did in New York.

"First all of all what he did, he targeted the places in the city that were the real
hotspots and we certainly do that.

"Then he reached out beyond that and looked at transport corridors as well as the suburbs
of origin of the troublemakers.

"By putting some police in that area and by doing some active policing in the areas
where they come from, you can actually prevent these problems getting to the CBD in the
first place."

Mr Doyle said he had spoken with police Chief Commissioner Simon Overland about introducing
a police "flying squad" tried by police in other large cities around the world which would
target trouble spots.

The Brumby government announced at the weekend 120 more police would soon patrol Melbourne's
streets.

"A flying squad is not a bad idea," Mr Doyle said.

"It's not just to react in the city. We'll certainly have the police to do that.

"But if we have got these hotspots that are out in the suburbs, which is where the
trouble begins, then we actually need to do something about active policing in those areas
as well."

set to suffer its first recession since the early 1990s.

RBA deputy governor RIC BATTELLINO's told a conference in Brisbane yesterday GDP's
likely to fall this year .. despite government spending measures and previous rate cuts.

That's in contrast to the RBA's prediction last month for an annual GDP growth of 0.5
per cent by the end of the year.

Vic: ACTU heads to mediation in battle with Telstra

MELBOURNE, Aug 28 AAP - The ACTU has turned to the industrial relations commission
in its fight against a plan by Australia's biggest telecommunications group to shift its
workers on to what unions say are Work Choice-style agreements.

The ACTU says Telstra is effectively imposing a pay cut on its workers with a 12.5
per cent pay rise offer over three years when the Reserve Bank is forecasting five per
cent inflation.

Telstra cut off negotiations with the ACTU in July and has gone ahead with its own
offers to its 32,000-strong workforce in what ACTU assistant secretary Chris Walton described
as a "divide and conquer strategy".

It has offered 750 employees in its wholesale division the wage rise with more than
half of them on individual contracts.

Mr Walton said the ACTU was applying to the Australian Industrial Relations Commission
to allow Telstra staff to hold a ballot to determine whether they want a union-negotiated
agreement or a non-union agreement.

"Over 70 per cent of workers covered by the enterprise agreement choose to be union
members, yet Telstra is not respecting their rights to be represented and to bargain collectively,"

Mr Walton said.

"Telstra has a choice - they can cooperate with the ballot and respect their employees
democratic wishes, or they can utilise the last remnants of WorkChoice to trample on workers'
rights."

Mr Walton said leaked Telstra documents showed that the telco had plans to slash its
wages bill by sidelining union involvement in wage negotiations.

Louise Persse, the national president of the Community and Public Sector Union (CPSU),
said Telstra's proposed agreement undercut the legal minimum standard for carers' leave
offering five days instead of 10.

Yesterday, Telstra axed 100 jobs in the credit management call centre in Geelong announcing
it would move part of its operations to Melbourne.

"Job losses of this size are very bad news for local economies and diminish, yet again,
Telstra's engagement with regional Australia," Ms Persse said.

Telstra spokesman Martin Barr said the collective agreement it was putting to its staff
had nothing to do with Work Choices and staff would get to vote on it.

"The union is just punching at shadows because they know that this is a great offer
for our employees," Mr Barr said.

He said any agreement put to eligible employees would include 15 days personal leave,
of which up to 10 days could be taken as carer's leave.

"We are offering eligible employees Employee Collective Agreements that are fair, competitive
and reflect the terms and conditions our people have told us are important to them," Mr
Barr said.

He said the offer of 12.5 per cent increase over three years included up to an extra
7.5 per cent paid as annual performance bonuses.

"That's up to 20 per cent over three years and protecting and retaining their current
key terms and conditions such as redundancy pay, rostered days off, flexitime, grandfathering,
parental leave, annual leave, long service leave, shift penalties, overtime and hours
of work."

Qld: More Ergon electricity workers on strike

BRISBANE, April 23 AAP - More Queensland electricity workers have walked off the job
over a breakdown in negotiations over pay and conditions.

Electrical Trades Union (ETU) assistant state secretary Peter Simpson said linesmen,
mechanics and electrical fitters employed by Ergon Energy in Mackay, Kingaroy, Monto,
Moura, Theodore and Biloela had downed tools for 24 hours.

Some workers started their stoppage at 7.30am (AEST) today and others at 10am (AEST), he said.

The industrial action followed yesterday's four-hour stoppage by clerical, technical
and administrative staff who are members of Australian Services Union (ASU).

Mr Simpson said ETU members were frustrated with Ergon and the state government because
little had been done to address maintenance problems with the electricity network.

Enterprise bargaining negotiations begun last July had also broken down, he said.

"ETU members are extremely unhappy about their treatment during this round of negotiations,"

Mr Simpson said.

Union members at other Ergon depots would take action tomorrow and overtime bans would
start in all Ergon areas outside the south-east corner on Friday.

"These rolling stoppages and bans will continue until some sanity is brought into these
negotiations," Mr Simpson said.

"During the campaign, standby crews will be available in all areas to maintain continuity
of supply."

WA: Daylight saving detractors plan to ignore it in WA

PERTH, Aug 7 AAP - Daylight saving is so despised in parts of rural Western Australia
some people are plotting a campaign of civil disobedience against it.

National Party members from southern Albany plan to move a motion at the party's state
conference calling for party members to ignore the remaining two years of WA's controversial
three-year daylight trial.

The party's state president Wendy Duncan says the motion, which will be debated at
the conference in midwest Geraldton this weekend, reflects the strength of opposition
to daylight saving.

"I think it indicates the feeling of disillusionment and disenfranchisement of people
who have actively said they don't want daylight saving in WA," Ms Duncan said today.

"There are obviously issues of practicality and implementation, and I am not sure it
will be carried, but this resolution comes from our grass roots and deserves debating."

Ms Duncan agreed there was an "element of civil disobedience" to the motion, which
calls for members to ignore daylight saving time.

"I guess it would be," she said.

WA began the trial last December, despite bitter opposition from people who had previously
rejected daylight saving in three state referendums over three decades.

The National Party, which has about 1,200 members in WA, garnered the support of 66,000
people earlier this year to petition the state parliament to hold an early referendum
on daylight saving.

The bid failed.

A new referendum about whether to adopt daylight saving permanently each summer will
be held after the current trial ends.

The three year trial was the brainchild of independent MP John D'Orazio who endured
months of harassment, abuse and even death threats over the summer from daylight saving
detractors.

The second leg of WA's daylight saving trial will begin on October 28.

The NSW government has refused to say how much compensation it might have to pay operators
of the Lane Cove tunnel for any loss linked to delays on road changes.

Roads Minister ERIC ROOZENDAAL says the government may make an upfront payment .. to
avoid a repeat of the Cross-City Tunnel debacle.

The government plans to delay work on Epping Road .. including reducing the number
of general lanes .. which had been expected to cause traffic problems when the nearby
tunnel opens.

Connector Motorways chief executive IAN HUNT says the company will seek an upfront
compensation payment if the tunnel's patronage is reduced.

Opposition Leader PETER DEBNAM is calling on the government to be open with the known
consequences of changes to surface roads.

And Greens MP LEE RHIANNON says the roadworks delay is a knee-jerk reaction to reduce
controversy in the lead-up to the March 2007 state election.

Children removed from sect.

Texas state authorities have taken more than 400 children from the secluded, sprawling compound of a polygamist sect, amid allegations of widespread sexual and physical abuse. The tally could rise as authorities search the 688-hectare ranch owned by the Fundamentalist Church of Jesus Christ of Latter Day Saints, led by jailed Warren Jeffs, who is considered the sect's prophet.

A judge has ordered every child to be removed from the ranch because they are deemed at imminent risk of harm. Around 133 women dressed in ankle-length dresses voluntarily left the compound with the children. Most were mothers. "I can't speculate on what those women are feeling," said Marleigh Meisner, spokeswoman for Texas Child Protective Services (CPS), which is conducting the probe.

More than 200 CPS workers were brought into the small town of Eldorardo to conduct one-on-one interviews. "You can imagine this is a whole new world for them and we're trying to be sensitive to that," Meisner said. Meisner would not describe what type of abuse allegedly took place on the ranch but said a judge determined there was sufficient evidence to order all 401 children into temporary state custody.

Court hearings will be held in the next two weeks to determine whether the children should be permanently taken from their parents. "There were allegations of physical abuse, allegations that these children were at risk of harm," she said. In court filings on Monday lawyers for the religious sect asked for a restraining order against the state, called the raid unconstitutional and an "irreparable" desecration of the group's way of life.

Jeffs was arrested near Las Vegas in 2006 and jailed for life for being an accomplice to rape. He also faces federal charges in Arizona and Utah. The mainstream Mormon church renounced polygamy more than a century ago as a price of Utah's admission to the United States.
